UKSSSC Personal Assistant & Stenographer Qualification Post / Department Essential Qualification Personal Assistant (Commercial Tax Tribunal / Industrial Tribunal & Labour Court / Forest Development Corporation / Commissioner Kumaon Division / Rural Development / Stamps & Registration / Higher Education / Horticulture & Food Processing / Minor Irrigation / Information & Public Relations / Industries / Panchayati Raj / Divisional Food Controller offices / Housing Department) Intermediate from UP Board or Uttarakhand Board of School Education (or an equivalent examination recognised by the Government), with Hindi shorthand at a minimum speed of 80 words per minute and Hindi typing at a minimum of 4000 key depressions per hour on computer. Personal Assistant (Uttarakhand Judicial & Legal Academy, Bhawali–Nainital) Intermediate from Uttarakhand Board of School Education (or equivalent), plus a one-year certificate/diploma in shorthand and typing from a recognised institute; computer typing speed of 4000 key depressions per hour; shorthand speed of 100 wpm in English and 80 wpm in Hindi. Stenographer (Uttarakhand Public Service Tribunal, Dehradun) Intermediate from Uttarakhand Board of School Education (or equivalent), with English and Hindi shorthand at a minimum of 80 wpm and English and Hindi typing at a minimum of 40 wpm. Stenographer Grade-3 (Power Transmission Corporation of Uttarakhand Ltd.) Graduate from a UGC-recognised university with thorough knowledge of Devanagari script; English shorthand at 80 wpm and Hindi shorthand at 60 wpm; Hindi typing at 6000 key depressions/hour and English typing at 7000 key depressions/hour; a minimum 3-month MS Office certificate course. Stenographer Grade-2/Stenographer Grade-2 (state-wide, Bridgekul) Intermediate with proficiency in stenography in both English and Hindi, minimum shorthand/typing speed of 80/25 wpm in Hindi and 80/30 wpm in English, along with working knowledge of MS Office and a minimum of 3 years' relevant experience. Preferential (not compulsory) qualifications mentioned for most Personal Assistant and Stenographer posts (other things being equal): a minimum of 2 years' service in the Territorial Army, an NCC "B" or "C" certificate, or a Graduate/Postgraduate degree. UKSSSC Application Eligibility (Domicile/Registration) For Group 'C' posts recruited outside the purview of the Uttarakhand Public Service Commission, a candidate must satisfy at least one of the following as stated in the notification: registration at an Uttarakhand Sewayojan (Employment) Office before the application closing date; holding an Uttarakhand domicile/permanent residence certificate; or having passed both High School and Intermediate (or equivalent) from institutions located in and recognised by Uttarakhand. Certain relaxations to the Sewayojan registration condition apply to candidates already serving in government or public-sector jobs, as detailed in the notification. UKSSSC Nationality Criteria Applicants must be citizens of India, or Tibetan refugees who came to India before 1 January 1962 with the intention of permanently settling here, or persons of Indian origin who migrated from Pakistan, Myanmar, Sri Lanka, or specified East African countries (Kenya, Uganda, and the former Tanganyika/Zanzibar, now Tanzania) with the intention of permanently settling in India, subject to obtaining the requisite eligibility certificate from the State Government. UKSSSC Reservation Details As per the notification, vertical reservation applicable is: Scheduled Caste (SC) 19%, Scheduled Tribe (ST) 4%, Other Backward Class (OBC) 14%, and Economically Weaker Section (EWS) 10% of total posts. Horizontal reservation includes: Women 30%, Ex-servicemen 5%, Dependents of Freedom Fighters 2%, Orphans 5%, Skilled Sportspersons 4%, Divyang/PwD candidates 4%, and Uttarakhand State Andolankari (identified state-movement agitators) or their dependents 10%. The final reserved/unreserved break-up for each post depends on the roster provided by the respective recruiting department.

Divyang (Persons with Disabilities) candidates of Uttarakhand, for Group 'C' posts: 10 years' relaxation in maximum age (Government Order No. 1244, dated 21 May 2005). Selection process
- Written Competitive Examination: An objective-type (multiple-choice) offline exam of 100 marks and 2 hours' duration, covering the syllabus related to the educational qualification of the post. This exam determines the merit list.
- Qualifying Typing and Shorthand/Dictation Test: Based on merit in the written exam, candidates numbering up to 4 times the number of vacancies are shortlisted for a qualifying typing test and shorthand/dictation test. This stage is qualifying in nature only - marks from this stage are not added to the final merit.
